Section 30-2-50 of the S.C. Code of Laws provides that a person or private entity shall not knowingly obtain or use any personal information obtained from a state agency for commercial solicitation directed to any person in this State. The S.C. Division of Small and Minority Business Contracting and Certification, as a public entity, gives notice to you, as a requestor of records from this agency, that obtaining or using these public records for commericial solicitation is guilty of a misdemanor and, upon conviction, must be fined an amount not to exceed five hundred dollars or imprisoned for a term not to exceed one year or both. Demystifiying the Minority Business Enterprise (MBE) Certification Number
The MBE certification number issued by SMBCC indicates both the minority classification code of the majority owner of the company and the expiration date of the certificate. Certifications are for a period of five years.

The first four numbers is the year 2012
The next three numbers are incrementing 059
Firms bearing �05�, �06�, and �08� codes have been certified as a MBE by South Carolina Department of Transportation (SCDOT) or the U.S. Small Business Administration (SBA) prior to applying for SMBCC certification.
SMBCC entered into an agreement with the SCDOT in May 2012. Under this Memorandum of Understanding (MOU), businesses certified by SCDOT that meet SMBCC requirements may receive the SMBCC certification without going through an additional certification process.
The U.S. SBA has separate application processes and unique requirements. Certifications are not reciprocal.
